General tips:

Energy can further be saved by automating the light on / off process, (Control / Automation), after selecting the right type of lighting device for a particular application,

Established devices are photocells / occupancy sensors, these devices turn off street lights when there is enough light measured by photocell or when vacant room is observed for 10 minutes or so. Almost all of street lights are switched through photocell technology saving a lot of energy.

There are also substantial leakages (from 20% to 100%) in energy through the people who manage / operate these devices, for example energy theft from public street lighting. The solution is to leave street lighting to the individual person (gate lights) rather than governments. We can save energy by using bigger devices theoretically but substantial system leakages (theft) void all such calculations.

Similarly larger power plants are certainly more efficient technically, but public departments / and large private companies are always in losses, because of loose control over a large organization. Smaller energy generation units should also be promoted as a means for efficiency by reducing taxes on sets / fuels.

Better management procedures can also be utilized to minimize these losses, but can never be avoided at all.

Beware!

Larger unit are efficient technically but overall system efficiency fall remarkably, distribution losses of 30% minimum reported, which are common throughout the world. Hence smaller control units and smaller devices are recommended, for example, street lights (150W to 400W) can be replaced with gate lights (mini poles having LFT, 80 Watts). Similarly Revolutionary Grid-less Distribution (GD) can saves billions of dollars, GD can be promoted by small generating sets, less fuel taxes, less duties on small generating sets etc. GD also gives a sense of independence which is priceless.

Marketing

Lighting control devices manufacturers, and efficient lighting devices manufacturers should also emphasis on the marketing to reach end consumer, in order to save energy. Energy / incentives, competitions tax relaxes are only artificial means promoting energy savings. It is just like someone awards a person for saving some money. Energy saving means money saving it is self rewarding.

Such organizations are simply a burden on the economy, which slows down the economy, when another tax is imposed to finance these organizations. It does not mean that these organization do not save energy, they save energy let say $ 10 but public have to spend $100 on them to save $ 10, input is more than output.
